There is no timing mark on a GY6, the timing is FIXED... no way to change it unless you get a spark advanced CDI and then it is only adjustable by a few degrees

On mine the red and white powers the enricher as I recall...it goes up to the harness and there is a red plug on the carb and the enricher plugs in there...

The rev limiter is on the CDI circuit board and it can't be removed or adjusted... buy a NCY CDI and you will have a decent CDI with no rev limitation and a slight spark advance...
The adjustment on most DC type CDIs is for spark advance.. it does nothing for rev limitation...

Here is the standard 150cc stator set-up... Are you certain it ia an 11pole stator? Are there 3 yellow wires? If it is only an 8 pole with one white and one yellow then the charge AC comes from the stator on the white wire goes to the RR and coms out the RR on the red wire to the battery. So check with a multimeter that you have voltage on the white. If you do, and no voltage on the red then your R/R is defective... Generally I tell people that replace engines to put the stator from old engine onto te new engine and use the old flywheel as well There are a coule of 8 and 6 pole stator wirings and if you get a mismatch with the R/R you will have weird voltage problems. Most often the headlights won't be bright or grow dim on idle or the battery gets no charge voltage... hth Attachments:

The Seafoam likely cleared varnish in the carb...or carbon on a valve seat...
