this sounds silly to also ask if spark and fuel are also present these are just basic things which are needed to make it run.

I'm really puzzled I have 3 300 cc water cooled Ice Bear Zodiac's 2 2015 and 1 2013. Only problem I ever had was rubber intake kept coming lose and excused kept coming lose. Never have I ever screw with the valves I checked the compression when it hit 800 miles. I check it every so often never changed so I don't mess with adjusting them. I have 8,500 mile on 2 0f the only 1,800 on other one. Amsoil is the only oil been in them. Could you maybe find a good small engine shop to check it out maybe more of a mom and pop shop might maybe better. All of mine have much the same stuff which came with them except in the cvt took out the roller and put in the taper ones in there place.

Did you adjust the toe you may not need parts. Make a center line on both tire while bike is up in air take tape measure back and front and adjust from there should be toe in a little no much you may need to do it a little at a time till you hit the sweet spot.

You need to follow the circuit to the lights it's a dead short start first looking a the lights see if the lights can be unplugged then look at them hard.

I have 3 Ice Bear Zodiac's but just thinking every one came out with the chain way to tight. Check the sprockets for damage and then go check the CVT make sure the roller's didn't come out of slots they are to be in and the only way that could happen if main nut came lose and unit came apart. Also noise could be coming from your kick start if you have one if parts came apart or loose. Most are easy to check out with basic tools

Its to bad you don't carry parts for scooter like Dong Fang and Ice bear many people really can't find anyone to help. Some sites say they will but they really don't been there and done it.
