I don't know about spraying on hoses? (if you spray the vacuum hoses, they may soften up, that wouldn't be good) but the side of the tire would be ok.

I never heard of self adjusting valves (that would be great) how many miles on that scoot? Valve adjustments are expected until they are seated, my scoot has over 10,000 miles on it and the last valve adjust wasn't need (they seemed to be seated now) Here is a pic off a good cleaner for gas, carb, and motor.

prodigit, welcome to our forum, gear oil I use the 80w90, when fill up the gear box you only need 6 to 7oz only, DOT 4 brake fluid is good, motor oil, you could use 15w40 or lower because where you live it always hot. I use 10w40. (draining gear oil) I show you where my scoot fill and drain gear oil, it may be the same

Did you find out what motor was in the jcl scoot? How many miles on each scoot?

I'd go with the 260 linhai, I have a 2008 mc-54-250b roketa scooter (it is the linhai/yamaha clone 257cc) They are easy to work on, and they are a real work horse of a motor, imho I believe the linhai/yamaha is the better engine,
