yes you want the surface that the roller ride on as smooth as possiable but you want the surface that the belt to be rough enough to keep the belt from slipping

change your valve stems that is the most likely place your tire is leaking and the china stems are not worth a sh**

have you replace the vac lines and gas lines if the vac lines suck flat at speed it will cut the gas off have you check the enricher it may not be extending and cutting of the extra feul for start up

what you need to do is put a feul filter on the end of the hose coming from the valve cover and then tight it up as high as posiblethat will keep it from blowing oil out if that does not work then you need to get a catch can for it
