I'll try to get a video of the spark although I don't get the reason for it other than there must be a miniscule difference between a significant spark and one that is deficient. Of course, one would have to know what size spark does not ignite fuel...unless a spark of any size would.

When you see the SPARK it should be BLUEISH. If you know your getting spark WHEN YOU GROUND the PLUG to the MOTOR then it can only be a few several things, NOT ENOUGH COMPRESSION, NO FUEL or IT IS OUT of time . We checked the timing and that looks pretty good, you say you have spark and you poured gas down and it DID NOT FIRE.
They only thing left is NOT ENOUGH COMPRESSION maybe the PISTON STOPPER did damage the PISTON. Maybe you should take the head off and check the piston AND VALVES. Don't forget the piston stopper went down into the chamber and if you turned the motor over the VALVE could of been hitting the piston stopper and maybe bent the valve and or stem. Alleyoop

The resolution on my camera and other conditions make the video too blurry to see such a small event.

I think it is time to take the HEAD off and check the Piston and Valves the Metal Piston Stopper may have damaged the piston and or valves.
**** Just a thought when you took off the FLYWHEEL and put it back on DID YOU PUT THE WOODRUFF HEY on the SHAFT that holds the FLYWHEEL in position? ****
**** Also Have you adjusted your Valves? ****

Yes, I adjusted the valves. I was not aware of the woodruff key when installing the stator and am not sure of what it is.

Is there any electrical issues that might prevent starting even though there's compression, spark and fuel? I'm not sure but I think there wasn't a spark a couple of times when I forgot to turn on the key when testing.

Yes, I adjusted the valves. I was not aware of the woodruff key when installing the stator and am not sure of what it is. it is a little half round metal key that aligns the flywheel with the crank it could have easily gotten lost when you pull the flywheel off if the key is not there then the flywheel can spin on the crank and make the timing off

The fact that my finger was ejected out of the plug hole with due force when starting is not enough of a validation that there is sufficient compression and no damage was done to the piston? I applied some force in using the piston stop but not enough to bend metal. The unsuccessful attempt to turn the bolt on the large gear wheel was somewhat ineffectual due to the use of an adjustable crescent wrench... not meant for tough jobs like socket or rocker arm(if that's the correct name)work.

I was trying to get out of spending another K for a new scooter with this fixer-upper replacement for the stolen one. I have a line on a new one. If I choose to continue with this one, I will undoubtedly present more questions. If not, thanks for all your help. It was a very informative learning experience.

Doyso, DO ONE LAST THING PLEASE. Check that WOODRUFF KEY did not fall out when you took the FLYWHEEL off. If the WOODRUFF KEY IS NOT THERE and the FLYWHEEL is off 1/8 of an inch IT WILL NOT START. Alleyoop

I may or may not keep this scooter to learn about how it works. Can you send a pic to show if I'm on the right rack in accessing the piston? Do I have to disengage the chain?

I decided to move ahead at checking the piston...any info will be helpful... I will also check the woodruff key.

GREAT!! Here is a Video of putting the top end back on. So you want to watch 4 minutes INTO THE VIDEO so you can see how to put the head back on. You take the Valve cover off UNSCREW the 4 BOLTS holding the ROCKERS pull the rockers off THEN Loosen the CAM CHAIN TENSIONER and take the Chain off the CAM and take the cam out. Then Start to pull the HEAD OFF the LONG BOLT STUDS and then you can see the TOP of the PISTON and under the HEAD THE VALVES. BUT BEFORE you do this LINE UP THE CAM SPROCKET as if your going to ADJUST THE VALVES BRING THE PISTON UP TO TOP DEAD CENTER and I WOULD ALSO MARK THE CHAIN AND A TOOTH ON THE CAM SPROCKET so when putting it back on I AM NOT OFF ON THE TIMEING: Watch this VIDEO about 4 minutes into it, it shows how to put it back together:
