Ok, popping trying to start is TO MUCH FUEL and that is why your plug is all carbon-ed up it is being flooded. But it is good it is popping that means the plug is firing and fuel is flowing just to much. Now YOUR CARB should have a MANUAL CHOKE on it on the right side DOES IT HAVE ONE? If so PUSH IT DOWN to open it up and let air in. Can you take a picture of BOTH SIDES of the CARB so I can see the adjustments on it. On the left side as you sit on it should have TWO SCREWS one on the left that is the FUEL RATIO MIXTURE and one in the center that is the IDLE SPEED SCREW. Turn the FUEL RATIO MIXTURE screw clockwise until it stops and then Counter Clockwise 2 turns. Take the PLUG PUT and clean it and check the gap .27-32 so gap it in the middle 28,29. Now try and start it. From Looking at your carb it DOES NOT have a FUEL RATIO MIXTURE , it has an AIR RATIO MIXTURE which is usually 2 strokes motor have on them. So maybe someone got the wrong carb for that thing because if you look at the manual for that ATV IT DEFINITELY has a FUEL RATIO SCREW and not a AIR RATIO SCREW. So what looks interested to me is that connector with a hole in it I think that used to have a choke handle TRY Turning that CLOCKWISE and look inside and see there is a Butterfly that that connector rotates. And see when the little hole is up what position the butterfly is at. Alleyoop

Here in Illinois 240s for regular. But it is good the prices of oil is going up I have stock in a oil company.

Some of us like myself are on 3 of the most popular scoot forum with thousands of members and None have one of those. They are nice looking motorcycles with the CHINO clone motors from 150cc to 250cc. Parts for the motors would not be a problem they look like your basic 150 adn 250 cc motors. But I would check on parts for the MANUAL tranny gears on the motor and parts for the bike itself like wheels, rims, body parts etc.. Those parts I would think are harder to find for those. Alleyoop

I agree with Ellpee, It does not matter what the stator puts out as long as it is enough if the stator is bad then what that means it is not producing Electricity. But if it is producing Electricity the R/R takes that and here is the magic word REGULATES the amount put out to the battery and everything else. If it does not regulate the voltage going out then if to much you will have wires getting hot and or things melting because of to much voltage. Alleyoop

If the R/R is putting out more than 15 volts it is not regulating the voltage and is bad. Revving it up to around 3-4k it should put out 13+ volts the optimum R/R output is 14.5-14.7. If it does not put out it is bad when revving it is also bad. Now wires getting hot is a indication there is a bad ground someplace or bad connection or a lot of resistance from something causing those wires to get hot. Alleyoop

Grab the throttle control wheel and turn it by hand Counter Clockwise. You will have to take the Throttle Cable off and clean it out so that the metal cable inside works freely. Alleyoop

I agree they should have given it to Lynch to get the 1 yard they had time outs and two shots and Lynch would have easely gotten 1 yard no sweat. It was their win but the coach blew it and mind you the pass would have been caught but for the rookie being in the right spot at the right time to grab the ball looked like right out of this hands really. But it was theirs to loose and they did.
I also was rooting for the Patriots and am glad they won. TWO CRAZY catchs in the last couple of minutes(HAHA).
And may I add it should have been the PACKERS and the Patriots the Packers gave it away also in the last minute(HAHA). Alleyoop

Makes sense if you say it rears it's ugly head in the heat , then the Vacuum Pump allowing fuel to flow out of the Vacuum line would make sense to much fuel at low rpms and it would bog on take offs. You may not notice it so much in Colder weather since motors need more fuel when cold.

Since it was running good for a couple of years and now it is running LEAN all of a sudden, I think you have an AIR LEAK. So check your intake manifold for cracks and or some hoses with cracks.
If it runs good throttle up normally and does not want to die when coming to stops your valves are fine. It is all fuel delivery problem. Now if all of a sudden it got really cold out then it needs more fuel. Remember motors 60+ temps less fuel -60 more fuel. Alleyoop

So it is the 244cc Vertical motor with the valve adjustments on the outside of the valve cover. The adjusters both should be near the center and they usually will vary 1 or 2 notchs off from the last mark due to wear. So if one is way off to one side or the other then that valve is set wrong.

If it picks up when giving throttle slow but falls on its face when you open the throttle quick that means it is getting to much AIR and not enough fuel at that point. Follow this procedure to adjust your carb: And take your time 1/4 to much one way or the other makes a big difference in performance. Ok you need to put some sort of air filter to cut some air off otherwise it will be very hard to start sucking in to much air. Alleyoop
