Welcome to the forum, Terry. Sure is a nice lookin' scoot. Did you install a BBK? Some of these scoots came from the factory with 44mm pistons which would make the engine about 60cc. I believe mine has the 60cc factory engine. My first scoot.

Justbuggin2 may be on the right track. Did you adjust the valves yet? If not, it might also be a good opportunity to see how all the timing marks line up. Maybe it could be valve gaps or a timing problem or both?

Like terrilee said, you don't know what's in there.
I would change all liquids immediately. Some people even change the brake fluid.
The hard break in where you run the engine through normal operating speeds is what I used. Just don't hold any speed too long for the first one or two hundred miles.
Using the recommended viscosity dino (not synthetic) is a good idea for the engine break in oil. I would change it out after one or two hundred miles and then do another change at about five hundred miles and then change to synthetic for regular oil change intervals.
I would change out the gear oil after about one thousand miles and then once a year after that. I use synthetic gear oil in the recommended viscosity.
Some people have had good results using 0W-40 oil in the engine as it gives better cold starting protection and also flows better to help cool the engine after it's warmed up.
