Two things stick out here:
Your CDI plug shows 4 wires and normally the CDI for the 250's has 5 wires? How was the kill switch bypassed?
No it's not the norm at all, the voltage coming from the pulse coil should be 0 volts unless the engine is being turned over. The pulse coil cannot make any voltage without movement of the flywheel. Also are you checking it by using the AC side of the multi-meter? By using DC you could get false readings.
You should get 12Vdc+ on the black wire with the key on and that's the only wire that feeds this CDI. It sounds like to me someone has tampered with the wiring, example: "kill switch has been bypassed"
Now this doesn't make sense either, why? The kill switch has nothing to do with the engine spark........unless it is in the engine kill position. If it is in the engine kill position then it has the CDI grounded out.
People seem to think that the 12Vdc from the ignition goes through the kill switch and when you put it in the off position you're cutting power to the CDI, not so even on the 250 scooters. If it is this way it will be the first of all the 250's I've seen done this way.
If I were you I would open the kill switch up and disconnect all wires to it and see if you have spark then. This is another thing I mentioned, only 4 wires (in your picture) to the CDI. It should have a black/white or gray/white wire going to it as the kill wire.

It would be a very cool thing to do and watch especially if you take pictures to keep us up on all the changes. But going form 50cc to 250cc on a 50cc frame? I would seriously look at adding extra frame support?

Jonway 2008 150cc - behind the front shield where all the headlight wiring is there is a black wire with a female bullet terminal end and a green wire with a male bullet terminal which are not connected to anything. Also there is a flat terminal with a green and black wire. We've been having some trouble starting the scooter (see new post) all of a sudden when it had been running perfectly, so we thought maybe these came disconnected. I tried connecting the black and green wire and I think that may have caused the fuse at the battery to blow (or it was a coincidence). Any ideas what these are and could they really have been just laying there disconnected and not causing any issues? Both sets of wires are as follows:
2-wire plug black = 12Vdc with key on green = ground

Now first of all the 2-wire plug which appears to be male is more than likely what we call an accessory plug which nearly all scooter have. It could be used to say hook up a radio or cig lighter socket. It's generally standard in all harnesses but most of the time it's a female plug. To test just get volt meter and turn the key on and you should get 12Vdc+ while using the volt meter to both the black and green.
Now the single bullet connectors are the same thing black = 12Vdc with key on green = ground, that's why when you plugged them together you blew a fuse, you shorted out the system.
More than likely the black female plugs into something that works, like a brake light, horn, turn signal? Again to test voltage turn the key on and check with meter.

I've got a 50cc also by Jmstar and even when brand new it had the same issues. It was a trainer for my stepson to learn on and when he moved up to a bigger scooter has not been run since. I actually have it on my motorcycle lift now, put a new battery in it and am going to get her buzzing again to use when my wife and I go camping this summer to just buzz around on at the camp area and to run errands.
First this is check the intake manifold for leaks and the manifold itself, they are cheap and the slightest leak really effects these 50cc scooters. Downdraft fuel feed or fuel pump? Got to make sure it's getting good fuel flow on the idle, sounds stupid but when revved up it has a lot more vacuum. Yes adjust the valves, that's a must. Low speed jet, if it has the slightest amount of anything that restricts it, she'll not idle for crap.
