Hi. On the carb version, the fuse box is in the left hand side of the glove box, all the way in the back where it is almost impossible to reach.
Anyway, as others have said, it sounds like a fuel issue. it doesn't matter that the fuel is flowing uphill. that is what the fuel pump is for. the gas goes from the tank through the fuel filter to the fuel pump, which is very likely vacuum powered to push the fuel into the efi system. so, you need to think about what is going wrong in that system if that is the problem. as someone else said, the easiest thing to do is go to the last delivery point (where the fuel goes to the efi, or whatever is where the carb is now. pull off that hose, and crank the engine. if everything along the way is working, you get fuel shooting out with each crank. If you are like me, you'll be looking at the hose when it happens and you'll get a face full of gas, so don't be like me.
If it is not pulsing out when you crank, something is wrong along the way. Check to see that there is fuel in the filter. If there is, then we need to look at the fuel pump. On your scoot there is an electric fuel pump. You can check for good connections or, like you said, it would be nice to see if there is a fuse block to check.
Another diagnostic is to take the hose off where it supplies the fuel to the carburetor equivalent. put your own piece of hose there, put a funnel on the end of the hose, and hold it up, and pour in gasoline. does it start now? If yes, then its definitely the fuel pump.
Finally, I had lots of starting problems with my Vog (the carb equivalent of your scoot) when I started, and at the end of the day everything was traced back to the brown and yellow wired going into the box that attaches to the CDI. It was loose. I pushed it on with a pair of pliers and never had a starting problem again.
You should also confirm you have good spark and that the boot is on the plug properly. I had a bad boot at one point as well.

Someone usually answers. He was very helpful with a few recent questions I had. He actually called me to discuss the problem, then the next day he even emailed pics of how to take off and replace the tire rim. I was very happy with his help. My 2014 bms efi 260 cc, still won't start. Replaced fuel filter, and fuel lines. I just installed a new clear fuel filter but there is no fuel getting to it. Any suggestions?

In all this I have yet to see where you pulled the fuel line off the EFI unit and cranked the scoot and did or did not get spurts of fuel out of the line with each crank. Did I miss that somewhere? No spurts = no fuel pump -- either defective or not getting power (electric or vacuum).
Oops, I stand corrected -- I DO see responses from you apparently saying you did pull the fuel line and are not getting spurts of fuel. Ergo, the pump ain't pumping, for one of the two reasons I mention above.

I just noticed there appears to be a hose missing! As always I have no clue as to where this goes? I can't believe this came from the factory like this. Does any one have a clue as to where this goes?
