Ok so I have done everything I can think of with this scooter. We took both of my scooters out today for test running my Cooling mod. We ran over 100 miles today and we were never able to get this thing over 55mph unless we were going down hill with a TAIL wind.
So I redid valve adjustment from all the reading that made the most sense. WRONG. This thing runs perfect at IDLE and Up to 45mph. Take off is super strong Never any hesitation. But man it is a super DOG no top end I am lucky if I can hold 55mph IT WILL not go over 55 and this thing should pull 70 plus easy. I just do not know what else to do with this thing.

Yes. This the new carb gave me exactly the same results the original carb gave me.

Todd how many rpm's to reach 55? Two things come to mind. Wrong size belt or rollers.

Speed I have tried Diff Sliders and Rollers. I can not get it over 4800 rmps on the road. On the stand it will rev over 7000

There's nothing wrong in the exhaust pipe is there? No dents or clogs? I've lost top end when the pipe was clogged.

Before I even ran it I bought a new muffler and manifold pipe from Scooter Dynasty. I have been trying to get top end out of this thing since I got it.

I just told my dad when we got back from our Test trip to Madison. I need to check the compression. May be to Top end Rebuild if compression is shot.

Todd, today I tried to duplicate your ride. Brought it up to 4800 and kept it steady. It got up to about 52 MPH on a level road, going down a slight grade it was doing 55. I had so much throttle left and just picking it up to 5500 and I was going about 60 with ease.
It is amazing all of the problems you have had with that scooter.

speed you and me both. Top end on this thing is WOT when cruising is 4800 sometimes its 5000 but that is it.
I picked up a Compression Tester today so This next weekend I will check the compression.
I think Fubar sold me a Fubar scoot. I have a funny feeling that I am going to have to do a top end rebuild on it. but will not know until I do the compression test.

There are several factors which can present this issue. You mentioned it had a straight pipe. Did the previous owner ride it this way? In carburetion, it could have been jetted for the straight pipe and sometimes, owners will drill holes in the airbox for more airflow. Inspect the airbox for any modifications. If compression was an issue, you would experience difficulty in starting and idling after warmup. Ignition can also be a culprit. The cdi may have an improper limitation. The rear drive clutch slipping at higher rpms could also be an issue.

He did run that way but do not believe there was any Rejet done as I have replaced the carb and have the same issue. Clutch slipping at Higher RPM if it was slipping at Higher RPM wouldn't that cause Higher RPMs making the motor rev higher?
