Does it have the vertical cylinder 244cc Honda clone engine? If so the standard tire size is 120/90-10. A lot easier to find
As far as the speedometer goes, Chinese scooter speedometers are routinely off by 10 to 20 percent. Yours does seem to be excessively off. Other than replacing the speedometer not sure if anything can be done to correct it. What size is the front tire?

What are you connecting the valve cover hose to? Do you have pictures of your hose setup you could post?

its not leaking out of the carb it floods then soaks the air filter and i did check the petcock and it is also leaking gas where the exhaust bolts to the bottom That means fuel is getting through the float valve then flowing out the carbs intake and air inlet sides. It then flows back thru the air filter and also into the cylinder. If fuel is not coming down thru the petcock's vacuum hose it has to be getting past the float valve. Edit: Alley beat me to it.

If fuel is just running out of the carb the float valve is not sealing. Maybe the valve seat is roughed up so that the rubber tip of the needle valve is not able to fully bottom out.

Sounds like the float valve in the carb bowl is stuck open, that's why gas is leaking out. Need to take the carb back off and clean it out.

Get a fully charged battery in there and it will probably start. You can also jump your scooter battery from a car battery as a test. Just make sure the car engine is turned OFF, or it will cause problems.

If the brake light doesn't come on when the brake levers are squeezed, it means you have an open component in the starter button/brake light circuit. Components include battery, fuses, brake light bulb, brake light switches, keyed ignition switch and the wires linking these components.
Start with the fuses. It's not enough to just look at the fuse to check it. They can look good and still be open. Use a multi meter to ensure continuity.

Is your brake light coming on when you squeeze the brake handle?
Sometimes the fuse holder contacts drop down in the holder and don't make contact with the fuses. On my Bali I have a problem with the fuse that the turn signals run off of. When they quit working I have to push the contact back up into place and they work again. I need to get around to changing out the fuse block. Look at that and see if it is causing your problem.

Sounds like the clutch pads are glazed. When this happens it takes more force for them to get a firm grab on the clutch bell. This is a common occurrence. You can take the bell off and rough the pads up a bit with some sandpaper and it will smooth out for a while but it will come back again. If there is a more permanent solution I am not aware of it.
