i just got a brand new carb because of the other carb not have parts. i put the new one on its starts a little bit but it just kept dieing like it was out of gas i put gas in the tank now it doesnt want to start at all all it does is flood badly there is even gas leaking from the exhaust idk whats wrong with it and need help

Sounds like the float valve in the carb bowl is stuck open, that's why gas is leaking out. Need to take the carb back off and clean it out.

i did that already. it leaks when i try to start it. when it turns over it just floods the carb

If fuel is just running out of the carb the float valve is not sealing. Maybe the valve seat is roughed up so that the rubber tip of the needle valve is not able to fully bottom out.

Check your petcock, Take the Vacuum hose going to the PETCOCK and see if it is WET. If it is wet the petcock is allowing gas to flow through the VACUUM line. If so replace the PETCOCK.
Where is the Carb LEAKING FROM? Alleyoop

Take the carb off, plug the fuel line. Then crank it, see if it starts.

So the carb is flooding then, that means the FLOAT is not shutting off the fuel inlet and allows the gas to keep on coming in. Time to take the carb off and take the Carb Bowl off and check the plunger tip that goes into the hole to shut off the fuel from coming in. Here is a picture and how to hold the CARB and adjust the Float if necessary. To check if it will shut off the fuel put a hose on the fuel line as you are holding like in the picture and BLOW into the hose and GENTLY push the float and see if it stops the air. Alleyoop

It then flows back thru the air filter and also into the cylinder. If fuel is not coming down thru the petcock's vacuum hose it has to be getting past the float valve. Edit: Alley beat me to it.

okay i took of the carb sprayed some gas into the intake and it started right up so im gonna go adjust the float and see where that gets me then i will let ya"ll know

okay well i got it working and going for a little bit but i notice the hose from the valve cover wasnt connected i connected it and it flooded again and when i unplug it it doesnt flood do i have the hoses hooked up wrong?

What are you connecting the valve cover hose to? Do you have pictures of your hose setup you could post?
