So I bought a new battery for $55 bucks. Charged it up all of the way. Hook up the terminals and leave it for about an hour or so before cranking. Go to hit the starter, and the relay is still clicking So what's the next stop...

When your battery is fully charged when it has been off the charger for at least an hour. And still is over 12.6v John Thanks... I will check it with the multimeter and let you know what the multimeter says.

I would like to also add that last week I had to charge the battery because it was doing a similar problem. After the recharge, the scooter started right back up. This time however it is not doing that after a full charge. I am going to leave the charger on for a bit and see what happens.
In the mean time, is there something else I could check? my starter motor perhaps? I read in another forum that you can run a hot lead to the "stud" of the starter motor to see if it is working. not sure where the "stud" is on a starter motor.
This is what I read.
"If it's a bad solenoid it's easy enough to test. Just use a heavy piece of wire or a pair of pliers to jump across the large terminal on the solenoid and it should crank. If it doesn't crank I'd make sure your battery is good or even try jumping from a NON-RUNNING car. If that still doesn't work try running the hot lead (positive) directly to the stud on the starter. If that's a no go then you have problems with either the starter or Bendix/clutch."

I put my multimeter on both terminals of the relay and no spinning occurred. I put my multimeter on both terminals of the battery and it says 11 volts. it is a 12 volt battery, so could this be the problem? I'm recharging the battery as we speak. the indicator light on the charger is not on for a full charge.

The battery I have is fairly new... less than a year old.

seems like it has been one thing after another with this thing haha. Yesterday i got stranded and had to walk it back. yesterday it was just making a sort of "whining" noise... That noise a starter makes after you have tried to crank it for a bit and you get that sorta winding up noise. Now, I'm not even getting that today. it is just the relay clicking. I charged my battery up with my battery charger to no avail. My kickstart pedal broke off a while back and I never replaced it. What should I check first? I have a multimeter to check a few things. Thanks guys in advance.

Before I make the valve adjustments... i wanted to get y'alls opinion... Before I "found out" that it was both the fuel filter and a leaky petcock valve (which I think came from me spraying carb cleaner in it, as a last ditch effort thinking that at that point it was the petcock valve, but I may have screwed things up), I cleaned my carb... I have never cleaned the carb before, I put things back together, but I truly think in my mind that it was the fuel filter the whole time and taking the carb apart and putting it back together got things out of whack. the reason I'm thinking that is because I didn't have problems before... and if it was the fuel filter the whole time, then if I didn't mess with the carb things would have been ok, correct? before that 2 weeks of not driving it, I had no problems. I'm kind of confused in that aspect, because I didn't bother either the fuel filter or the valves. Logically I can't figure either out... besides keeping things running kept thing some sort of build up from happening.
Is there something I could have done when I cleaned my carb and put it back together that I may have not done correctly? I was very careful in making sure that the rubber gasket and all of the screws fit back when I put the carb back together...
in troubleshooting should I start with the valves and work further?

Well I just drove to the auto parts store. Barely made it. got a fuel shutoff for a lawnmower and a vacuum cap to put over that little nipple where the vacuum line was running up to the petcock. it drove a whole lot better, but the idle is still messed up. I also got a feller gauge. I am going to work on the valves after doing a little more reading because I really have no clue what they do and what I would be doing.

The scooter is not idling at all right now. one thing that I noticed as well is fuel is in the vacuum line leaving the petcock... I am to assume that where it is labeled "in" that is where run the line from the gas tank... where it says "out" that is where I run it to the carb... and the one not labeled is the vac line correct? It is a small drip of gas...

Ok I found the video. the guy was a bit ambiguous as to what setting to put the valves. he mentioned 2 thousandths of an inch all the way to 4 thousandths of an inch. what would be effect, let's say for setting your valve at 2 thousandths of an inch as opposed to 4 thousandths of an inch.
