yes you can check it with the motor at one lead of your meter and the wires on the other lead

OK most stators are ac whether 6 8 or 11 poles if you check the yellow, white , green wires to the center metal part that bolts to the motor and you have an connection there the stator is grounded if you do not have a connection there then the stator is floated ground you need the R/R to match the type of stator you have if you use the wrong R/R for the stator you have you will have problems you can burn up the stator and R/R along with other things

i think you need to get a match set R/R and stator if you get a R/R for the wrong stator or visversa you will be having the same problems

it should blow your finger off i will tell you to check the valves now as they mybe tight you will need to pull the valve cover and rotate the motor so the big hole in the cam gear is up and the two lines are even with the top of the head you should have .003 to .004 gap between the rockerarm and the tip of the valve stem

are you sure you are using the correct R/R for your stator the stators come in def forms as so have floating grounds and others dont if the R/R is not match for the type of stator you have it will not work right

ok you have spark do you have fuel and compression the easy way to check compression is to pull the spark plug and put your finger over the hole crank the motor over with the thottle wide open it should blow your finger off the hole for the fuel you need to check if you are getting it by pulling the vac line off the manifold and sucking on it with the fuel line in a container you should have fuel coming out the end of the hose
