Changing direction and speed at the same time is never a good idea no matter what you are driving.....whether on 2, 4, or 18 wheels, it does not matter, still a bad idea......those of us on two wheels usually learn this early on
Glad it didn't cost you, in a more serious way

Think if I were willing to spend that kind of money, I'd be looking at one one the Taiwanese Scoots, at a nearby brick and mortar store. Not only would you get a quality scoot, but i believe a 2 year warranty.
Just one man's opinion

I would suggest that you buy a low amp, battery maintainer, such as a Battery Tender Jr. or a Schumacher, like the model I linked. I have 5 units altogether, (both of the ones listed above), and keep my scooter plugged in whenever I'm not on it. Same story with my 2 motorcycles. Both charger brands come with leads that bolt to your battery posts, so you can just plug in when needed, instead of fiddling with alligator clips, and trying to gain access to the battery daily. link

""After if first acted up, would start a couple times, but died with any effort to accelerate.""
Sure sounds like a fuel delivery problem. This possibility would be eliminated if spark plug is wet after failed attempt to start, and tell you it's something electrical. If plug is dry after trying unsucessfully to start engine, then fuel is the problem.
Or...pull the plug....ground it on the valve cover....and hit the starter. If you get a nice blue spark....your electrics are fine, and problem will be found in the fuel system.

Do you have a way of measuring that new belt?
I'm just wondering if all sizes/brands measure something less than advertised. (as in my case) The width is what I'm referring to. I think that a 10% loss in width would be a good wear limit....that is of course, if there are no cracks or fraying prior to that. But you have to know the actual new belt width first.

I don't think I'd chance it, especially when you can run a Gates for a few dollars more. (recently purchased a Gates Premium PL30705 835x20x30, for $20 on Amazon)
Have read some horror stories about the aftermath of a belt letting go. Most recently, a fella discovered his crankshaft seal destroyed, and inside the engine case, after the belt blew. Now he can't get a seal to stay in it's bore, has tried two new seals with the same results, they pop out shortly after starting engine.
While doing a bit of PM on my scoot this winter, I removed the Gates belt to inspect it...looked great, no cracks in the underside valleys, no fraying what so ever, but when measured, I found the width was down to 18.08mm. Figured it was time to replace because of the loss of nearly 2mm in width (20 to 18.08). Ordered the exact same belt (mentioned above) as I'd been running. Upon arrival, I measured the new belt at only 19.2mm wide. Thought I may have received a less than perfect belt.....posted about it on another forum, and someone took the time to measure a couple of new ones he had lying around....both were 19mm. So with only a 1mm loss in 4800 miles, and looking the way it does, I'm going to run the old belt another season.
That Qinjiang you mentioned, may be a great belt/company....I don't know. But I do know Gates has been around since 1911, and has built a reputation of quality.

I seem to remember hearing those recipes years and years ago on Hee-Haw.

If your scooter is bogging at higher throttle settings, then my guess would be it's running too rich. (Main jet too large) Your fuel mileage points to the same rich condition. (I average 46+ mpg, riding 2 up, on my 1200cc bikes) A quick check of the spark plug would verify this.....bet ya it's black with carbon
Is this a stock or modified intake system? (carb, jetting, air cleaner) It is always a good idea to adjust the valves, even on a new scooter, before it's started for the first time.

On the home page of this forum, scroll down to help files. There is a thread, or PDF, on diagnosis of the charging system.

Think I'd start with the regulator/rectifier. It's just behind the chrome panel, on the front of your scooter. Looks like the one in the link. link
