I would swap the pick coil and see if it starts . Its like a gost town today .

the triger coil is mounted outside the flywheel . I have heard the spacing of the coil to the flywheel can effect the output voltage . If not sounds like the pick up/pulse coil maybe defective .

is it overheating at idle ? Is the radiator getting hot ?
there are some good 250cc guys in here , they are not here at the moment . Lets see what they have to add to this .

Have you gone over the grounds , good clean and tight connections . Have you checked the battery + cables for good clean tight connections . Are there any lights that can be turned off , reduce power consumption while starting . I would look into a larger cranking amp battery .

attach the probes to the battery and try to start the scooter see what the lowest voltage is while cranking .

you need the tstat in there . Put it back in there and reburp . short term it will run it will get progressily hotter . till it overheats . check your oil check for signs of coolent . Pull the spark plug and check for signs of coolent .
