Do you have a meter ? It could be the solenoid , but you have to see what the battery voltage drops to while cranking . You can fully charge a battery , but it may still be bad . You can bring it to an auto place and have it load tested .
If you just want to throw parts at it I have a soleniod for it .

i have to get a meter, but i have two batteries, one brand new, i does the same thing,about the meter i just dont know how to use it, it has dials and i dont know how to set it so i can read it right post a pic of the meter I can walk you through it . two batterys same problem , it could be the solenoid . When you don't jump it does it click ? John

red wire in the bottom right hole , black is the center . top left switch needs to be long (dc) . turn the dial counter clock wise to 20 .
tocuh the battery red to pos and black to neg , tell me what you get scooter not running .

attach the probes to the battery and try to start the scooter see what the lowest voltage is while cranking .

is it cranking and starting ? That voltage is low with either battery ?

Have you gone over the grounds , good clean and tight connections . Have you checked the battery + cables for good clean tight connections . Are there any lights that can be turned off , reduce power consumption while starting . I would look into a larger cranking amp battery .
