The way you time a motor is You bring it up to TDC then you align the CAM and put the chain on.
I think you ought to take some pics of the flywheel at TDC and where it is timed at and the CAM alignment. Since this started to happen after you put a new woodruff key IF that is all that you did this would not be causing that.

How do I check and see if the cam is right? And it's a gy6 engine.

Would messing with the flywheel get the cam out of whack?

If the woodruff key moved out of postion OR YOU PUT ON a DIFFERENT FLYWHEEL and the FLYWHEELs PICKUP COIL MAGNET was not in the same postion as the old flywheel YES the timing would be off, And you would have to RE-Postion the CAM.
So tell me EXCATLY what you did because something is NOT RIGHT. If I don't know what you actually did I cannot tell you how to correct the problem very simple.

I used the same flywheel, and I just check and the woodruff key is still in there.

Ok, I was checking to see if I had a bad stator on my other scooter, so I took it off and put it on the scooter we're working on now. I got the same symptoms, so I took it off and put the original stator back on the scooter we're working on now. Put everything back together, and now the scooter is doing the same thing as the other.

See what I mean we have to play tricks on some of you guys to actually tell some real truths. Yes but check the TWO FLYWHEELS they may be different. You see there is a MAGNET on the flywheel that sticks up on the outside and THAT is the magnet that tells the CDI when to release the Voltage to the COIL to fire the PLUG.
So if the FLYWHEELS are different meaning IF YOU set both FLYWHEELS side to side with the SLOT that the woodruff key in the same position THEN LOOK at where the MAGNET is on both if they are not in the same position your out of time BRO. Alleyoop

ANother thing you cannot just look at the flywheel from the outside and TELL ME the woodruff key is in the slot,YOU CANNOT SEE IT, so that is bull. Either you start telling the truth or I am done with you I spend a lot of time helping the folks but you have to tell the truth otherwise I am just guessing of what you messed up. Ok, lets check the timing. Take the valve cover off and bring the piston to top dead center and the cam should be aligned take a picture of the alignment on the cam then a picture of the Flywheel to see where the timing mark is pointing at on the flywheel. So we can determine if its in time OR TO ADVANCED or TO RETARDED. Alleyoop
