It took 2 full turns on the air/fuel mix screw

Turn it out more, Try 3 turns out and see if it runs better. even try 3 1/2 up to 4 turns out. But at 4 turns the screw is almost out so you have to be aware of that and it might vibrate loose and fall out when riding. Alleyoop

From the top view everything looks ok. That vacuum hose on the left that clamp does not look like is is grabbing the intake nipple hard to tell. That one is probably going to your pump.
So yea try richening up the mixture see if it helps actually as you turn it counter clockwise the idle should go up. Alleyoop

Oh, I turned that screw all the way up, and it just got worse as far as giving it a little gas and it revving up real high. :\
If you look in the 2nd picture I posted, there another screw on the throttle cable wheel on the left side of it. What's that for? Seems kinda like a screw that keeps the throttle wheel from pulling all the way back?

I just saw the Video, Let me ask this WHen you twist the throttle and let it go DOES IT SNAP BACK? I couldn't tell I the Video.

Do this with the motor off not running GRAB the THAT WHEEL with your and turn as if your twisting the throttle and it SHOULD SNAP BACK CLOSED.

Yes. Both the throttle and the throttle wheel snap back.

Ok you said when you turned the Fuel Ratio Screw Counter Clockwise the IDLE started to go up IS THAT CORRECT?

Yea. When I let it all the way out, the revv gets crazy. If I touch the throttle, it'll revv up and the back wheel will start to turn. It'll kinda settle down if I apply the rear brake.
