I have not. I've done a lot of searching; can you point me in the direction of some decent instructions to do so? I probably won't get to it tonight, but I will in the morning (early, as I usually wake up around 6am.)
Keep in mind that it doesn't do that ALL the time, but it has happened several times. Not sure if that's relevant or not.
While we're on the subject of carbs (for the scooter, not the ones that make you fat!), I see a lot of the aftermarket ones advertised as "flat side" and have a manual choke. What does "flat side" mean, and why would a manual choke be preferable to the automatic choke?
What would be a good aftermarket carb to put on instead? Im looking for more speed / power, of course, but I realize that swapping in a new carb means lots of other bits need to be added/changed as well.

Well when that happens your plug will get fouled right away and it will not clean itself .
But if you say your running RICH how is your AIR FILTER BOX is the FILTER CLEAN or real dirty or full of fuel etc.. Because if its running RICH then NOT ENOUGH AIR IS getting in.
Just so you know how-to check for AIR LEAKS get a SPRAY BOTTLE of water and spray INDIVIDUAL AREAS and if the IDLE CHANGES you found an AIR LEAK.
You do NOT WANT FLAT SIDE carbs, you would have to change the Throttle cable. Automatic Chokes actually work pretty well, for COLD starts when they go bad is they either don't shut off the EXTRA FUEL for cold starts or NOT FEED EXTRA FUEL for cold starts.
Manual Enrichers do come in handy because when it is HOT out you do not really need the extra fuel for it to start so with a MANUAL you can either FEED it extra fuel or NOT.

With the plug fouled, I assumed it was running rich - that may not be the case, as you've told it appears to be flooding.
The scooter is basically brand-new, roughly 5 months old. The air filter is pristine. There was a crack in the rubber holding the tub to it, but as you can see I repaired that.
How do I take the carb apart and check the float?

Ok here is a picture of a carb with the bowl off. It should look just like yours and mine. Under the TAB there is a PLUNGER with a RUBBER TIP attached to the FLOAT. As the Fuel comes in the float start to rise up and at the same time it is pushing the PLUNGER up. WHen the fuel level is at the right height the PLUNGER with the RUBBER TIP PLUGS up the FUEL INLET and stops the fuel from coming in. Then as you use the fuel the FLOAT drops and the PLUNGER moves down with it and allows fuel to again come in and this repeats itself as you are using the fuel. So EITHER the Float is Set to LOW or is sticking on the sides of the BOWL or there is some DIRT or VARNISH in the INLET hole or on the RUBBER TIP of the PLUNGER.

Someone else has told me that this is a "sealed carb", possibly done to pass the CA emissions test - is that possible? I mean, there are plenty of these on the road, I can't believe that everyone has to replace the carb...
So, with that being said, if I *do* need to replace it, what would a good replacement be? Keep in mind that I'm looking at future upgrades as well.

(Again) scanning for parts, came across this:
"Carburetor Choke-Enrichener, Automatic, Electric, 2T & 4T, GY6 50/125/150cc
Mechanics Note: This is usually the problem when the engine is difficult to start, won't stay running or runs fuel rich. This is an inexpensive and easy repair."
Could that be the issue? Makes sense, maybe mine went bad or something...?

Good morning Hotstuff and like Alley said Welcome to the forum. Yes Alley sleeps in sometimes because he's always up late lot's of times helping good people like yourself. He like myself and you are Vets and myself I'm a 5 hour a day sleeper but I'm covered up raising two grandkids, baseball and summer garden. In fact in a little bit I've got to go pick strawberries as mine are coming off now by the bucket full. Here is a good basic diagram of a carb with some labeled features; You need to completly remove the carb to work on it and here is a picture of the carb turned upside down and the float cover that will expose the float like in the picture Alley posted. Here is a picture of a typical carb and hose layout on the 150 GY-6 scooter; The part you pulled out is the diaphragm and needle. The carb is sending way too much gas to the scooter and since you said it only happens at times then it's the classic float sticking and just because the scooter is fairly new doesn't mean anything when it comes to carbs. Poor gas dirt and even the fact that when they test them in China with leaded gas can mean a dirty carb. That's why lots of guys use seafoam to keep their carb clean.

I did flip mine over, but I can't take the screws out - looks like Taotao sheared them off or something. So what would my options be?
Also, the vacuum lines in the photo you posted are not the same configuration as I have - could that be part of the issue? Mind seem to be routed differently.
