that is normal your voltage will be lower just after starting the bike and as you rode alittle it will build the voltage in the battery from starting and the high and low beams run of the charging system and the passing light gets it power from the battery the fan draws its power from the battery and the R/R will see the added current from the fan and give you more power to make up for it with the higher revs

if you have voltage and still no spark pull the black/white wire and see if have spark

yea that is close enough i would pull the kill wire from the plug on the cdi and see if it will fire up could be a bad safety switch pull it kill wire will tell if it is wirinh g harness side problem or cdi /motor side

ok the chain looked lose and that was what i was concerned about has the motor run any after you put the new stator in if not i think you lost the flywheel key and the trigger manget is out of time

i dont like seeing the light between the cam gear and chain look at how the pic Alley posted is the way the chain should be how much play or slack is in the chain

OK do you have a camera if so setup an account with photo bucket so you can post some pics. did you use a hammer to hit the flywheel when you had it off before if so you could have damage the magnets in it or you could have lost the flywheel key that aligns the flywheel if so it will be out of time and not start

if what Alley says does not work take the plug out and place your finger over the hole and crank the motor over you should have pressure that will blow your finger off the hole if not you may have damage the piston

tvnacman has the parts you will need to go with the 11 pole stator setup at great prices i done the swap on my bike and have great results here is how i wire my system up
