Yes , coopoer does not work well in concrete , that is why in slab heating pex is what is used (ice snow melt) . Its funny you say that about coorer in the ground . Enviorment plays a big roll in material failure , (in air conditioning here in the northeast , I get a lot of degraded wires , my cousins in Florida get bad switches/contactors relays).

Smutty have you tried the pig tail test on the ground ? Like I said in the post the resistance check will show good , but it will not with a load . Recheck that ground with the pig tail .
