I have a 2008 roketa scooter 250cc, I think I'm running lean, my header pipe is blue, if I take of the needle jet and move the clip so more gas comes in, is there anything else I have to do to the carb?

Yes if the header pipe is really blue you are running LEAN. You can try richen up the Fuel Ratio Screw on the Carb. Turn it Counter Clockwise 1/2 turn. Raising the Needle will richen it up more in the mid-range and not so much at WOT.
If you put on a Free Flow Muffler or changed the Air Filter to a more Free Flow Filter you will need to re-jet up at least 2 sizes on your main jet. Alleyoop

Have you ever adjusted the carb at all, remember they generally come from the factory set lean but I've never heard of them being so lean that the pipe turns blue? Do you still have the original filter and muffler? If so then setting the carb along with a good plug should be a good ratio. Most of the time 2.5 to no more than 2-3/4 turns from bottom out works well on the 250B. If after that you are lean then you've got an air leak somewhere bringing in too much air.
If after doing this and all is well if you want a little more punch then raise the needle one notch by lowering the clip and fine tune the a/F again and she'll purr like a kitten.

No I never adjusted the carb, where is the fuel ratio screw on mine, have any pictures? By the way yes to the muffler and filter. And if I move the needle clip one, fine the a/f?? Rich

Thanks:) I told you all my header pipe was blue, I took a good look today, I was wrong. I have some blue at the pipe going into my muffler, about an 4inch area.
