Sounds pretty much like what I had to do in both AZ and NM. NC must currently have some pretty loose rules.

Interesting. By using the term moped they are describing a motorized /pedal driven bicycle. A motor scooter by definition is a motor driven 2 wheeled vehicle powered by 50cc to 600 cc engines. Here in GA. 'mopeds' under 50 ccs requires the operator to have a drivers license not a motorcycle endorsement drivers license. In this country the term moped has come to mean, incorrectly, any motor scooter. The NC proposed law if read quickly is poorly written. In Ga no license tag is needed for a motor scooter under 50ccs nor is insurance required. The operator can not ride after dark or on expressways.
