I have a roketa 250cc scooter and my front turn signals are not working,but rears do. Also my charging system is not working right when headlights are connected, but when disconnected my battery reads 13+volts. Can anyone help??

Look at dimmer switch and disconnect the plastic connectors apply something like Penetrox on blades and reconnect.This is good to do every time you have to open wire connectors.Use a swab to apply. Maybe backtracking any past repairs and view nearby wiring that may have been accidentally dislocated.This just a suggestion of course! Do the emergency flashers work all the way around? When you turn on left or right turn signal, does the little "idiot light" in the dashboard blink? Both of those will help narrow down the possibilities.
It's fairly easy to get to the connector for the front turn signals by just reaching up under the plastic. Do that, disconnect it, and use a voltmeter to see if juice is coming down the wire to that point. Another way of homing in on exactly where the problem is. At the same time, you can use a separate 12v source (or just a long jumper from your battery's positive pole) to feed power INTO each turn signal, grounding the other side, and thus determine if there's any problem with the bulb or socket. Considering that BOTH fronts quit working, I suspect the problem is going to be somewhere further upstream, but hey, check the easy stuff first.
