 How do you hold a scooter clutch to the the nut to the wright torque?

Gurus here have written that three quick, one-second taps with an impact wrench will be about the right torque. No impact wrench? No advice then. I tried various things with a regular torque wrench -- strap wrenches, etc. -- and had no luck.
