If you mean a registry/license plate, Kentucky doesn't require registry/licensing or Insuring for anything UNDER 50cc's. I went to my local clerk's/DMV office with the title from my 2013 scoot & asked to register for a Lic. plate. & they told me it was not necessary. - That's some of the reasons I'm able to afford something to ride/drive here. If I were to drive a car/truck I wouldn't be able to afford Insurance & Fuel @ the same time. _

With a well detailed receipt, signed by both parties.
It can used to prove ownership if need be. Both parties get a copy of the receipt. So nether can "pull" some kind of claim.
Carbon-copy receipts have worked fine for me when I sold "parts-only" cars or just thier parts for years. - Heck, when I sell anything of value of more than $50, I make sure to fill out one. _

good luck with that I would try to fix up the scooter an resale all the other stuff,if your good at fixing stuff then you will have a nice scooter to run around on ,peronaly I would not have paid more then $75.00 for all ,if you get that scooter running at no cost other then you labor then you did good,god bless ya man ,I would not have the time or skills to deal with it

$75 Really? How come I can't find fixer-up scoot's for less than $150 around where I'm at?
Crude, I can't even find a klunker CAR for less than $500 close by, if even I'm really lucky.
I geuss all the folks recycling (scrappers) are finding the good scoots for scrap.
I just can't fathom that one can find a $50 - $100 scooter easily most times. Not around here, I figure. _

well I could be wrong ,around hear now 300 they give for a scap car now the price of metals is down I guess Is why i said that ,I guess if it comes down to $75.00 for the scooter you did good ,I would just fix that one up ,I know nothing cheap these days ,

Only problem I got with "scrappers" is they rarely sell what they got for scrap price. Even worse is you have to know some "scrappers" or have the word out to find good deals on what's out there.
I doubt there be any scoots at any impound-yards during the cold months. ( Plus sometimes the impound "fees" are more than the scoots worth.) - But like most new hobbies, I'm learning… _

Update on the carbs: With some select parts from another carb I had. I've managed to piece together; 1 -whole carb. 2 -Carbs that need accl-Diaphragm + spring. & 1 -Carb that needs a choak, accl-Diaphragm + spring, & Diaphragm hat/top.
Looks as one carb could have a chance if I can locate enough parts for it. Needs a bowl cover + all the gut parts. ( Long shot, I know. But still worth hanging onto any-ways.)
& then there's the 150cc carb. So many parts missing I'm thinking about recycling it. ( What am I going to do with it any-ways?) - So let me know what you all think. _

the 50cc scooter have you got it running ,it sounds like it may be the best part of the deal ,I guess its the same as the tao tao

It looks like a Tao-Tao, even can share parts with it. But it's a Peace-Sports Lottus-50. A.K.A; TPGS-805. - Done a bit of body Rework/Repair. Changed, Flushed all fluids. A good thorough run over, & clean-up of the wiring.
Needs a belt-cover, starter clutch-gear, maybe a new voltage regulator, new lock set ( No keys.), New battery, & Left mirror.
Still have to give the engine a through outer cleaning, check clearances, & general inspection before seeing about starting it up. Of course that is why I inspected my used carbs, & got 1 thoroughly cleaned, & reassembled. ---------------------------- I believe I'd want to try to hang onto this scoot. I'm liking the amber-rish burnt-yellow color.
That & I like the Sunny-Style Type-1 style little better. ( ScrappyDogScooters.com Chassis/Bodywork ID.) _

lol. Nah, I only got the 2 scoots as of this time.
My 2013 P.i.t.A Peace-Sports Renegade-50. ( Fuel/Carb issues.) & the scoot on this thread here. - I'm not sure what to think about more scoots than that. I'm sure the apartment complex would not like it if scooters started popping up in droves, in one of their parking lot corners.
I'd like to keep a low "Fix-it myself" profile. The less they know what I can fix, the better for me… _

Well got past the problems on the gascap & ignition locks by rekeying them. & rekeying that ignition was a long time consuming B*tch-, 5 hours to do the whole Freak'n job on that key switch, including the electrical work.
It'll be a long time before I attempt reworking a lost-key ignition switch again. Just glad I had a key that fit. Ugh…
Now see about the rest & get this thing rolling. _

Update: It's Aaliiive!, Mu-ha, ha. - *Ahem* Well darn thing is up running.
Had to get a; New Carb, Battery, batt-cables, R/R, & Headlight-Bulb. ( About $60 todal.)
Have a new Exhaust-Gasket, Starter-Gear, Drive-Belt, & LED-rear bulb coming in. ( Another $25 there.)
Still need the Left-hand Mirror, matching Lock-Set, & perhaps some new brakes.
But overall, it's riding real good at this time. Trying to get a video of it running up. - Even got one of the 3 spare engines up an running too.
So you guys think this is good bargain? _
