I've never done it on this scooter but like with most one has to pull the front plastic cowling off to get to the lights.

You can not change the bulbs by pulling the clear lens. Like JR said, the front nose piece has to be removed. If you have a Roketa type scoot...MC 54B 257 cc....You have to remove the bulbs from the rear of the nose piece. I installed H4....9003...Bi-Xenon....Hi/Lo 35 watt....5000K HID's. Had to remove the front nose piece....

It is very easy to get the plastic off and change the bulbs. While you're changing them I recommend changing the wattage from 35w to 45w if you're not going to go with an HID changeover. That 10 extra watts makes a big difference. The bulb is Eiko 6245b and widely available on line.
Let me know if you are unsure about removing the plastics. I have a pdf of the how-to-remove-the-plastics-on-a-Vog 260 that I luckily downloaded from the old site before the pics dissappeared. It's a little dark but its a good guide. Let me know.

27yankees - I sent you a pm. Please send me an email address so I can send the pdf. I don't see a button to attach a file in the message setup choices. Thanaks.
