Could very well be, easy to test, take the FUEL HOSE off the CARB stick it in a cup and crank the motor over. Fuel should stream out into the cup if there is enough suction and the pump is good . If the vacuum lines are all good it could also be the valves need adjusting TIGHT valves will not seal and not create enough suction to open the diaphgram in the pump to allow fuel to flow and may just dribble out.
To check if not enough suction is being produced by the motor GET a TURKEY BASTER and take the VACUUM line going to the pump and pump it up and IF that produces fuel to flow THEN You know the Valves may be the Culprit. If using the Baster still fuel does not flow then the next test is to see if fuel is actually flowing from the tank to the pump, The tank outlet may be clogged, If fuel flows then you know its the pump.
Just have to test in some sequence to find the culprit. Alleyoop

You can smell the fuel when you try to turn the motor over. We are going to try thr valves again. ..

Are you sure your getting spark, DID you guys check for to see if the PLUG PLUG is firing. After cranking it take the plug out IF IT IS WET WITH FUEL it is not firing. If it is DRY no fuel. Now all this is IF it just cranks and does not FIRE ONCE. Alleyoop

The plug is dry. But the plug does smell like fuel..

If it did not FIRE OR ATTEMPT TO FIRE then fuel is not being sucked in with all that cranking and NOT ONE FIRE the plug would be WET and not DRY. Try this take the baster or a cup make a squeeze the cup to make a point or anything and take the Vacuum line coming off the INTAKE MANIFOLD at the "T" and pour a little gas down the Vacuum line straight into the INTAKE MANIFOLD and it will go straight into the intake. Reconnect the hose and give it a crank. IT should attempt to fire at least once if the spark plug is firing. Alleyoop

HAHAHA, did the turkey baster, cool now take the vacuum hose off at the "T" and squirt some gas strainght into the vacuum line so it flows down into the INTAKE and Reconnect and IT SHOULD FIRE AT LEAST ONCE OR ATTEMPT TO FIRE with gas in the intake. That will tell us if there is a problem either with the carb or no suction from the motor which might be tight valves. Alleyoop

I fucked up yesterday...When I was trying to fix the bike yesterday I took some hoses off of the "T's" and I just discovered that they are not in the right place. In the top pic you can see a small hose that needs to go to a T but I'm not sure what T? Also that means that I have the wrong hoses on..Can you help me Please.....

Yes I was just going to put the picture , See that small hose that you replaced that had all the cracks. THAT is your MAIN VACUUM SOURCE from the motor. Just find the hose that is connected to the FUEL PUMP and that goes on the "T" and the SMALL hose on the "T" the rest pull off.

On that "T all you should have is 1 hose going over to the carbs ACV which is already connected from the "T" then the small short hose CONNECTED to the "T"(MAIN VACUUM SOURCE), Then on the other side of the "T" a HOSE GOING TO THE FUEL PUMP and that is it. Then you can pull that canister off and all of its hoses. LEAVE THE HOSE coming from the TOP OF THE TANK hanging for now nothing connected to it that is the VENT HOSE FOR THE TANK. THEN YOU WILL BE SETUP LIKE ON MY SETUP.
