If the bolts are sticking up get locking pliers and unscrew them. Alleyoop

Yep the locking pliers will work on it lock the pliers around the base of the bolt. Alleyoop

Once you take them off take one to the hardware store and get some good bolts to replace them. Alleyoop

I am telling you it will work BRO, have done it many times so just get the locking pliers you will use them more than you can imagine so they will come in handy for other things on that scoot or any scoot or any other project. Alley

Churchy, if you get the locking vise grip pliers nice and level or flat with the screw and set the grip torque right they will dig into the bolt and allow you to loosen it enough to go ahead and get it out. Before you try the pliers take a good punch set it in the center of the bolt and give it tow or three stiff hits with a hammer. Sometimes this will help jar the threads and make the bolt easier to let go. If this doesn't work it's time to get a drill and bolt extractor.

I was thinking could you maybe heat that bolt up enough, then put the vise grip on (just a thought).

You put the pliers on it side flat even with the case and grab the bottom part of the screw then you put your hand over it to push down and turn it with the other hand. Alleyoop
