There are two fitting on the scooter, one on the handle bar and one on the grab bar/trunk mount. Two tee bolts go through the ends of the top bar and into these fittings. Quick and simple. Attachments:

I have a simular setup stored in the barn. Used to use it to haul my Tomos Moped with my Gulfstream TTMH(teeny tiny motor home.) Easy to use. Dont use the TTMH a lot now and use a Tractor Supply 6x8 flat floor trailer to haul my sidecar unit or 2 of my scoots when needed.

That is much better and safer than the rig I had in the 70s and 80s ,it was a 2 wheel rack that hooked onto my bumper(we had real steel bumpers then)--I always carried my 1972 Honda Trail 90 on it and thought it was safe until one night the rig came apart on the Interstate in the middle of 8 lanes of traffic and autos and trucks ran over it,lucky that only machinery was damaged---not much was left of the trail 90--Insurance was a nightmare trying to unravel that mess...I try to carry hunting machines on a trailer or inside my van now

Unless you look really close at the picture it is not too apparent that besides the 3/16 wall receiver tube there are two braces that bolt to the ends of the receiver hitch on the Winnebago. This keeps it from rocking side to side. Plus it keeps the Honda closer to the rear of the coach since there is no space needed for racthet straps. Since there is nothing needed to the back side, the receiver for the Road Master tow bar can be quite close to the channel the wheels set in. Maybe in a couple of days when I load it up again I can take and post detail pics.

That looks great. I would get one if it were not for needing mu 6x6 to haul the hack and for use around the place.
