Well I am sure you have friends and one of them has a cell phone that can take pictures and Video. So not you need to get your friends to help and get a video and or pictures.
Now you say when it does start it accelerates at high rpms that tells me that your throttle cable is ALREADY PULLING on the throttle and that is why turning the IDLE SCREW does nothing as well as the Fuel Ratio Screw or the AIR RATIO Screw.
To determine what kind of carb you have TELL ME where is the THROTTLE CABLE: 1. Is the Throttle cable on the right side of the Carb on a bracket? OR 2. Is the Throttle cable going into the top of the CARB?
If you can take a picture of the Where the Throttle cable is attached that would be great.
Another gal on ScooterDoc installed a new carb and messed up the way the CABLE is supposed to be adjusted and the samething was happening to her. AND MAY I SAY if it is adjusted OPEN that is ALSO CAUSEING the scoot not to start.
So do whatever you have to do to get a picture of where the Cable attaches to the CARB. Alleyoop

the throttle cable is on the right side the nut goes into the hole the cable feeds thru a groove and then connects with two nuts one on each side of the bracket i had to adjust the nuts all the way down on the one side so my butterfly would close when not giving it gas im used to this type of throttle cable it was the same on my 150 and the same on the carb cleaning videos in the help files

So your saying you have some play on the throttle grip before it pulls on the Throttle control wheel is that true? Does your IDLE SPEED SCREW hit the Flat Part on the Control wheel or is the Control wheel OPEN LIKE IN THE PICTURE I PUT UP? Alleyoop

Here is another problem that could happen when cleaning a carb, the cylinder is stuck in the up position(OPEN) and or the needle is not in the Needle GUide to allow the Cylinder Slide to fall down. Alleyoop

You see that first picture I put up and the Throttle Control WHeel is open. Well that is the gal I was talking about. She put on a new carb and did not adjust the throttle cable correctly so when she started it AFTER A BUNCH OF TRIES it would race like crazy and she would have to hit the kill switch to kill the motor.
For a motor to accerlerate it needs FUEL AND AIR so you know you have something wrong either the throttle adjustment and or the CLINDER with the needle is NOT closeing all the way down.

This is what your throttle side should look like, notice the Control wheel is hitting the IDLE SPEED SCREW: Alleyoop

Opposite did someone change the MOUNTING BRACKETS on the CARB and mounted it wrong? If so it is no wonder the butterfly is WIDE OPEN and raceing and VERY HARD TO START. This is a CVK CARB 4 stroke motor right? Alleyoop

If you say your throttle is set lik in the picture THEN IT SHOULD NOT START AND RACE LIKE CRAZY. Unless someone Took the GOLD CAP off the other side and rotate the BUTTERFLY and in that position the butterfly is OPEN. Take the carb off and look at the Butterfly it should be closed and the Cylinder should be down and the needle in the Needle guide.
I would love to see this carb, I can tell you over and over again it needs FUEL AND AIR for it to race when started and that means that the BUTTERFLY is OPEN and not CLOSED. Alleyoop
P.S While you have it off turn the CONTROL WHEEL with your hands and make sure the BUTTERFLY is opening and closing when you rotate the Control Wheel.
