At this point the only thing I can tell you is TURN THE IDLE SPEED SCREW COUNTER CLOCKWISE to lower the IDLE. And if the IDLE DOES NOT GO DOWN turning it COUNTER CLOCKWISE that means the BUTTERFLY is either stuck open to much and is NOT CLOSEING when you turn the IDLE SPEED SCREW counter clockwise. Alleyoop

no opposite as in my threads are all the way through the bracket unlike the first picture and the throttle control is against the idle speed screw

That is fine you just happen to have a shorter cable. But HOW FAR IS THE IDLE SPEED SCREW Screwed down PUSHING ON THE Throttle control. Tell you what Turn the Idle Speed screw until it DOES NOT TOUCH THE THROTTLE CONTROL wheel then Turn it CLOCKWISE 1 Full turn and try that. Alleyoop

it maybe the thottle cable is sticking and keeping the butterfly open
