I was putting on the bottom piece of plastic back on the scoot when piece of plastic that a screw goes through to hold it inplace snapped off. ? . is there a glue or some type of weld that I could use to fix this and get it back together ? These little tabs break off easy. There has got to be a way fix this instead of ordering a new bottom panel . Any ideas out there would be a great help .

Maybe you could super glue the tab to hold it in place. Then take some metal from a pop/coffee can & JB weld the metal to the back of the tab across the break. Then just drill out the hole & put the clip for the screw over the tab. Might be a tad ugly but should hold.

I've had great success mending body panels with "weld-on 16," but mine won't stay together if it is a load bearing connection, like a tab or plastic that supports the head of a screw going into the black plastic. All those fail fairly easily but the mended body panels themselves seem to withstand all sorts of shock. I have also used LockTite plastic epoxy for the black plastic with the same results - a good bond as long as it is not a connecting piece.
