and the diaphragm is torn a bit... could this be having an impact on my scooter's speed and performance?

Yes. I would think it would not run right if the diaphragm is torn. Arthur

Yep for sure and it's also why it's so hard to start. Scrappydog sells new ones, replace and she'll run better.

Runs very rich with diaphram torn. This is a variable venture carburator. the piston is supposed to move up as engine as throttle is opened and air flow increases and thus vacume increases. If diaghrom is torn it does not move up more that a small amount so yu get only a small increase in air flow (little powe) but a great increase in vacumm and thus fuel flow.
