I never got to thank you for your help. I ended up bringing it in to Second City Scooters. It turned out to be a part in the carb that needed to be replaced. It runs but....it's slow. Right when I start it, it's almost moving in slow motion for the first minute or so. I know it takes time to warm up, but this is SLLLLLLLLLLOOOW. It doesn't have the acceleration and I can't get it over 40mph. How do I check if I'm getting full pull on the throttle cable? Is this something I can fix?

I'm not sure where the air was going when I blowing into it because the tank is fairly full.

I unmounted it from the frame and it was empty. I'm not sure if there's supposed to be fuel inside. I disconnected the hose that's labeled in white in your picture and it seems to be coming from the fuel tank. I blew into it and I could hear the sound coming from the opened fuel tank lid. The hose that I'm holding in my hand is connected to the bottom of the AD FUEL TANK. The opening smells like gas. I couldn't follow the one labeled in red. It ran along the frame and I couldn't get a good view or feel. I'm guessing something is wrong with the fuel line. I'm actually picking up a UHAUL in the morning to take the scooter to ScooterWorks. I'll try again early tomorrow morning when there's light.

What is the white box in the picture with the hose you don't know about? That's where the hose is connected.

The last "mechanic" tested for a spark and said it was good. I'll go check the fuel hose.

I believe I found it. I turned it clockwise until it stopped and then counter 2.5 turns but it still doesn't start

I'm not sure what the stop lights are but when I squeeze the brake and hit the start button, the starter spins but the engine doesn't start. It's definitely trying to start it just never gets to idling. TIA

I'm in desperate need of help as my frustration has reached its limit. I'm going to lead you through everything I've tried.
Scooter sat on the street this winter in Chicago (-40 degree temps)
Wouldn't start in the spring
Changed battery, spark plug, oil, fresh gas
Still won't start
I was told that the carb needs to be cleaned. I took off the seat and was overwhelmed so I found a mechanic to come out to clean it. He went through it meticulously. After, the scooter still wouldn't start. He checked the voltage and saw the battery was giving out 10amps and went down to 1 at the starter relay. He said he was certain that was the problem. I gave him $150 for his two hours. I ordered a $30 starter relay, two weeks later it arrived, I installed it and the scooter still wouldn't start.
I posted on craigslist that I can't afford to pay anybody unless they get it running and a nice gentleman came out was dumbfounded. Then he checked the fuses and chuckled as he told me that the 1amp fuse was blown and that was the problem. He was certain it would run after I installed the new fuse. I handed him $50. I went and bought a new fuse and installed it and the scooter still wouldn't start.
Then somebody recommended changing the CDI. I purchased one and installed it but the scooter still won't start.
Any ideas?
