I'm in desperate need of help as my frustration has reached its limit. I'm going to lead you through everything I've tried.
Scooter sat on the street this winter in Chicago (-40 degree temps)
Wouldn't start in the spring
Changed battery, spark plug, oil, fresh gas
Still won't start
I was told that the carb needs to be cleaned. I took off the seat and was overwhelmed so I found a mechanic to come out to clean it. He went through it meticulously. After, the scooter still wouldn't start. He checked the voltage and saw the battery was giving out 10amps and went down to 1 at the starter relay. He said he was certain that was the problem. I gave him $150 for his two hours. I ordered a $30 starter relay, two weeks later it arrived, I installed it and the scooter still wouldn't start.
I posted on craigslist that I can't afford to pay anybody unless they get it running and a nice gentleman came out was dumbfounded. Then he checked the fuses and chuckled as he told me that the 1amp fuse was blown and that was the problem. He was certain it would run after I installed the new fuse. I handed him $50. I went and bought a new fuse and installed it and the scooter still wouldn't start.
Then somebody recommended changing the CDI. I purchased one and installed it but the scooter still won't start.
Any ideas?

Oh Man, I really feel bad for you these people taking advantage of someone. So lets see if we can help with you being our hands and eyes.
1. When you say it won't start WHEN you squeeze the Brake Does the STOP LIGHTS COME ON? 2. If SO when you then Push the START BUTTON does it spin the STARTER which in turn the motor is trying to start? Answer those questions and we can continue. Alleyoop

I'm not sure what the stop lights are but when I squeeze the brake and hit the start button, the starter spins but the engine doesn't start. It's definitely trying to start it just never gets to idling. TIA

Are you somewhat mechanical at all? Can you take a PICTURE of your CARB AREA and HOSES. I can then label what to try. Also a picture of the CARB THE LEFT SIDE not the MUFFLER side. Alleyoop

Ok, Video works good. On the Carb on the Side Left side see if you have a Fuel Ratio Mixture Screw. Look at this picture and see the Fuel Ratio Screw. Turn that CLOCKWISE until it stops and then TURN IT COUNTER CLOCKWISE 2 1/2 turns see if it then ATTEMPTS to start.

I believe I found it. I turned it clockwise until it stopped and then counter 2.5 turns but it still doesn't start

Ok, Lets check if fuel is flowing to the carb Take the FUEL HOSE OFF the carb and put it in a cup and crank it a few times FUEL SHOULD FLOW into the cup. Then put the FUEL HOSE BACK ON THE CARB.
IF fuel flows into the CUP then we need to check if YOU ARE GETTING SPARK. Do you know how to test that? Alleyoop

The last "mechanic" tested for a spark and said it was good. I'll go check the fuel hose.
