Ok next step is to see if we have voltage to the CDI and other things? Now I really need to know which engine because it does make a difference on which wiring diagram we use so let me know?
Now we can see if you have voltage to the CDI no matter what engine it is. You have 5 wires going into the CDI and they are as follows;
black green red/white gray/white black/yellow
So now I need you to get your volt meter out and turn the key on and then check the black wire to see if it has 12 volts DC or more. Touch one lead to the black wire in the plug and the other to the green wire again with the key on and get back with us.

Ok that's good we know we have voltage to the CDI and if it's almost 12 volts then check and make sure your battery is charged well, you need 12.5 to 13 volts for a good battery. Ok next step is to see if we have a voltage output to the coil.
So you may need to get a helping hand to do this test. You will need to do the following:
(1) Turn on key (2) Press brake handle (3) take volt meter and put one lead on the black/yellow at the coil and the other lead to green (ground) (4) hit the start button and turn the engine over a bit and take a voltage reading.
Now report back and let me know what it reads.
Now sometime it takes me a little bit to get back, I just got home from Church and my wife and I are doing some early Christmas shopping this evening but I always check in on the forum and answer or post sometimes late into the night so don't give up on me because I promise I'll answer. Again let me know what this reading is and we'll go from there.

Ok then to be sure it's the CDI then we need to do one more test. Now this is what you need to do;
(1) hook up one lead to the red/white wire on the CDI plug and one lead to green (ground) (2) Turn on the key, hit the start button and turn the engine over for a spell and check the voltage on this wire, it will be DC and be very small anywhere from 0.5 to 1.5 volts
This is the Stator signal or pickup wire to tell the CDI when to fire. If you have the voltage that I mentioned on this wire and plus we know you have 12 volts on the black wire and with no output on the black/yellow wire then the CDI IS BAD. Replace and you should then get a spark.

You are very welcome Coleon and please do let us know what happens when you get another CDI. We are here to help and want you to be riding this scooter and with threads like this it also allows other people to read and learn.
By following up we will know if this corrected the problem or if we need to do further work to figure out what's going on which we will gladly do.

Actually on this scooter it will read either way but remember the CDI on the 250 cloned scooters is DC.
