Grandson is being offered a virtually unused scooter...low miles several extras.  Wrinkle is that seller never registered/used it- that’s why low miles- doesn’t have title and original vendor out of business.  
What can we do re getting title and register.  I don’t have VIN number or other info right now, make etc.  does that matter for this general question?

I would assume that varies by state, but your MVD would be the first place to start asking. Most likely they'll have some protocol for a lost title situation. If seller gives you a bill of sale or similar that would probably help.
