20A is what is recommended. On the blinking light problem it is indeed easy to disturb things in the wiring while doing something else, that's why it's best to check all the wires/plugs when you get the scooter for just such things.

Hi again, I'm back with another problem. As I've mentioned in a previous post, with ignition turned on/ engine not running the turn signals work properly, when engine is running and turn signal activated, the brake lights along with the turn signal lights( front/ rear blink all blink in unison. Still haven't been able to isolate fix. Anyone else encounter this? I'm trying to get this POS Chinese junk ready for sale and would like to have this machine operational for sale. Any solutions out there? Thanks in advance.

Just a quick sidebar here, as it sounds like you probably do have the horizontal Linhai engine. The red wire from battery to starter relay is, I'm guessing, a fairly heavy duty wire that carries some serious cranking amps for the starter. There's a good chance there's a second, smaller wire, like typical 14ga, from battery positive that heads off in the direction of the dashboard and may also have an in-line fuse. Not the cause of your problems, but if it's there, good to know for future reference.
