I replaced the reed valves to see if that was the issue. Starting issue that is. Replaced EVERYTHING.
Now...no fuel is coming out of the petcock. If I disonnect the fuel supply line to the petcock, gas is pouring out. But cranking the motor...no fuel coming OUT of the petcock.
So...do I have a compression problem due to not enough vacuum to suck out the gas?

Check the compression, take the plug out and use the finger trick, stick your finger in the hole hold it nice and snug hold the throttle wide open and crank it. If it has descent compression it will lift your finger off the hole if you just feel pressure then not enough . If it lifts the finger off the hole then put the plug back in and you can test the Petcock. Take the fuel hose off the carb put it in a container, take the vacuum hose off the intake manifold and apply suction and see if fuel streams out into the container. If NOT then the petcock is clogged or bad(REPLACE). Alleyoop

ok thanks. I did check compression not too long ago (95psi), but forgot to hold the throttle open.
Petcock is new too.

Test the new petcock, Take the fuel hose off the carb and put it in a container, then take the vacuum line at the mainfoild and suck on it and see if gas comes out into the container.
Question what did you change or add or put on the scoot , new stator or bbk or what?
Take a picture or couple of the carb area and hoses we might see something not right.

No BBK or anything. Just carb, spark plug, wire/coil, CDI, petcock. fuel lines.
OK, will test out the new petcock.

PICTURES BRO of the carb and hoses and how you have it set up. We may see something that is not right. Alleyoop

Get pictures of the carb area, that is very important to see what is attached to it. Like you say in the picture you put up that 1 hose goes to carb(which is strange? That bigger hose where does it connect to?
ALSO I see a Yellolw MALE plug wire disconnected in that picture? You need to put up ppictures of that whole area so we can see how things are hooked up and to what. If not we cannot help much PICTURES are worth a thousand words. You may think everything is good but we may spot spot something and ask questions where does this go to find out what EMISSIONS are on that scoot. Alleyoop

The bigger hose is from the fuel tank. I disconnect that and fuel will pour out.
I'll take some more pics, but scoot is not w/me at the moment (at girlfriend's house).

Is that your PETCOCK? IF so one of the other open connectors should be the fuel out that goes to the fuel inlet on the carb?
Or is there another hose on the fuel tank underneath the tank? If so then that is a charcoal canister to allow the tank to vent. But if it is and the hose has gas in it then the charcoal canister is saturated with gas and will not let the gas tank to vent. And if so then gas will not flow from the tank to the carb.
That is why it is very important to have pictures to know what is on this scooter emission wise and if everything is connected correctly. Alleyoop
