While I agree the bill was stupid in it's content the way they got banned I'm personally not in favor of child ATV's nothing personal against ATV's used by people with proper training, a safety course and used in a manner which doesn't break the law and get people hurt and invaid other people's rights.
Boy that was a mouthful! Sadly Arkansas can claim the the top ten most of the time in accidents and fatalities. We all know a lot of the reasons why but now that child ATV's will be back in action I fear the number will increase so in that fact even though done wrong the law against them helped IMO. What gets me is watching people ride them on public roads that they know they're not supposed to do and I see kids who can barely reach the handle bars riding the big giant ones large engines, very dangerous.
I just wish they would enact strict laws on proper training, proper use and then enforce them in a way to discourage activites that get people hurt. Just 2 weeks ago a couple of 14 year old girls right down the road from me had a bad ATV accident, one with multiple broken bones, the other was buried 3 days later, very sad.

JR Where are the parents!!!!!!!! Parents just don't watch their kids or make sure they know what to do, they are too busy anymore it seems.

I totally agree with that JIm and that's the case in a lot of things, this latest accident involving these girls was a lack of not only watching their kids but thinking a kid knows how to handle a 400cc ATV.
These machines when I first saw them coming out were used by a lot of cattle ranchers running their fences to repair, checking on the cattle etc and are still used on a lot of farming operations today, very valuable piece of equipment and cost wise smart, one is not required to license them or insure them and if you service them they will help you in these areas for years.
But then in my state along came the hunters with the idea of using them for hunting all fine and dandy until you're out in your favorite tree stand one cold morning and here comes along two or three ATV's and if you know anything about hunting with a ATV in the area deer and other game just don't seem to want to hang around. Then there's the ones who if they come upon a fence then just cut the wire because it's in the way of the ATV, doesn't matter if it let's somebody's cattle out.
We have 3 large national forests here in my state the habitat was literally being destroyed by wild running ATV's with adults not children and finally laws were passed to keep ATV's out with the exception of marked trails, get caught in a National forest here out of place on a ATV you're going to jail and you'll see the ATV up on public auction.
Whilethere are people who are responsible with them there are just as many who are not and sadly they are the ones who give good people a bad name as in lots of things sometimes.
IMO children are not road wise and here if you have an ATV it means just that and people push the limits as in "I have an ATV it'll go anywhere" and that thinking and pushing the limits are what is getting people hurt and killed.
Like you said where's the parents? Sadly the parents of the girl that just lost her life gave her the OK to go pick up her friend to ride this monster ATV and that decision will haunt them for the rest of their lives.
These machines are dangerous and so are scooters but scooters have their limits more so than these machines that are equipped with just as powerful engines and again the thinking it's an ATV it'll do anything.
