Check to see if a fuse is blown that feeds the instrument panel, or the power wire feeding the instrument panel when the KEY is turned ON has comme loose from it's plug. Trace the wires FROM the instrument panel down and they ususaull will go to a plug then going in to that plug from the other side would be the hot wire with 12v from the KEY SWITCH. Alleyoop You can get a cheap 12V light tester to test the wires for 12v. They are great for testing for power wires especially on a scoot.

Probably not, check the fuse on the Red Thin Wire coming off the battery. If you turn the KEY on do you have any lights and or when you squeeze the brakes does the brake lights come on.

Then the instrument panel is either toast or the power wire came loose. So start looking back there and following the wires from the instrument panel.

Let me ask this before you go and buy an R/R, BEFORE when you turned on the KEY did the instrument lights come on OR would the instrument panel not come on until the motor started? If they did not come on with just the key on then I would suspect the R/R. If they came on just when you turned the KEY TO ON then it is not the R/R, it is being fed by the battery. Alleyoop

Burnt housing not good, I think the digital panel is toast, it got to much juice for some reason. Maybe someone put in a bigger fuse and allowed to many watts to flow to it. That is why I like actual gauges not digital, the electrical boards are very complicated with resistors and diodes and stuff any one burning out with say to much juice will burn some of the things on the board.
So I really think your panel is toast

It depends, IF you turn on the KEY and the lights come on then NO has nothing to do with the R/R, it is getting the voltage straight from the battery. NOW if someone put in a bigger fuse coming off the battery than what it's supposed to be then that would send to much juice to the bulbs and blow them, the fuse usually is 7amp or 10amp.
