OK I've read this entire post again and correct me if I'm wrong:
Scooter was running "after" you got it and when you put a battery on. You cleaned the carb and now we have no spark on the spark plug. You have replaced the stator, coil, cdi and pick up coil. With the key on you have 12Vdc+ on the brown/black wire
Now here is your statement that I answered to earlier:
Now since I read the thread again and looked at this more closely, this IS correct. With the key off the coil IS grounded out on this scooter. With the key on the coil is ungrounded so disregard my earlier statement, very tired when I read this the first time.
So now we need to do some testing. You need to take your volt meter and set it to read Ac volts, a test light isn't going to help us here. We need to take a reading on the pick up coil from the stator. As stated it should read from 0.5 to as high as 2.5 Vac, it's not much but it has to read this.
Lastly are you sure you bought the right CDI, coil and stator/pulse coil combination? This is actually a TCI system. But what doesn't make since is it's running until you pulled the carb and then afterwards no spark? Got to have a wiring issue somewhere?

When I test the pic up where do I test it at witch point. And what color are the wires?

I unplugged the pickup wire at the harness and read ac voltage while turning over motor and it read, 0.353

Also I noticed that I left the key on for about 10min.and coil got warm. Don't know if that's normal.

Ok one step at a time. Blue/yellow is the pulse coil wire and to test it unhook CDI and put one lead of mult-meter to B/Y and the other lead to ground/green.
Yes turn the engine over and take a reading, it may vary or even go up and down a bit.
No I would say the coil getting hot with just the key on is not normal. Is the coil marked as in which terminal is ground?

The wires can only go on one way on the coil and hang on I'm gonna check those wires now K.

With Key on he is sending 12v to the COIL, remember he has a TCI.

The above is the wiring diagram for this scooter. Let's go back to this statement one more time:
I'm sorry but NO the key should have no effect on the coil ground or TCI ground they are constant. I thought this was wired like the linhai 260 but it is not. If you are losing ground to the coil with the key on you're also losing ground to the TCI.
Ok you said it quit running when you pulled the carb. We have no ground with the key on to the coil and yes Alley I know the coil has a hot wire to it. It's getting warm, now I know why.
Friend when you pulled the carb somewhere in this harness you have caused a very bad ground connection to your firing system. Start at the battery cable where it hooks up to the frame, more than likely you will have smaller green wires hooked up at the same spot.
When pulling a carb one can disturb the harness and sometimes inside the harness they splice multiple ground wires together and it doesn't take much to pull them apart.
At this point if it was running and all you did was pull the carb and it now will not run/spark this is the only explanation other than you bought faulty parts?

That is exactly what I told him 4 pages ago, that when he pulled the carb off and maybe reached in there and unplugeed the ENRICHER some wire got unplugged. Now I have to say he also somehow pulled the BOOT cap off the plug so I know he was messing around in there. Alleyoop

Ok here's what my coil is doing, both sides of coil have ground w/key off when key is on both sides have power.

Sorry that's what it did with my cdi uncooked, I forgot to plug it back on after I tested it. Now the yellow w/blk wire has ground when key is off then when you try to start it blinks 12v once and the blk w/brn wire is ground w/key off then constantly 12v while key on and turning over engine.
