Hello folks, still cant get the s9 cranked, but I did notice a peculiar humming resonating from the cdi unit. Could this be why its not starting as well?

This is a 2T water cooled scooter. The service manual for the People 50 2T scooter lists the CDI as 4-wire and Dc type, no reason for this one to be different but we can verify it.
Check the wires on CDI Green = ground Black/yellow = coil feed wire Blue/yellow = pulse coil feed from stator Black = 12Vdc from key switch.
Need to turn key on and verify 12Vdc+ on black wire. You said the scooter was upside down in the rain, all kinds of issues could be the problem, blown fuse, wet/pulled loose connections, etc.
Got to start with checking to confirm wire colors and voltage to CDI. If these are correct and you have voltage then a humming CDI is not good.

Yes, it was upside down and the entire bundle of wires were soaked to the bone. Inside connections and outside: melting smoldering wires whenever I got to it. I had to sit down and virtually rrewire totally.
The cdi is ac fired.

This scooter comes in two models, air cooled and water cooled and both diagrams are in the service manual. Wiring is as follows;
green = ground black/yellow = feed to coil blue/yellow = pulse signal feed wire from stator black/blue = 12Vdc feed from key switch.
Also there is two fuses in this system, one on the red wire going from the battery to the key switch and another one on the black/blue wire from key switch.
If this scooter is a DC powered CDI system then again you need to check the voltage on the black/blue wire going into the CDI.
Question? Does the CDI hum as you say with just the key on? If so then it's for sure a DC type CDI.
