Richard unbolt it and then spin the wheel, if it is still hard to spin then look at the wheel bearings. They are the common 6303 I believe and you can pick them up at any good auto parts.
If the wheel spins fine then for sure check to see if the brake caliper is binding the brake rotor.

Hi JR, I've had every part of this scooter a part at one time or another, but I've never had the fron caliper off, (may need some instructions concerning the caliper) but first I'll check those front bearings. Not too long ago I did replace them, but I'm almost 18,000 miles (WOW).

It was the caliper, (trying to learn how to post pic) took off and clean. worked the pistons and put dics brakes back in, did put wheel on yet
