No, it was not right to drill a hole in the gas cap. Whoever told you to drill a hole in the gas cap should have drilled a hole in his head instead. Most of these people that sell scooters do not know much about what causes what on a scooter let alone fix one.
You have a EVAP system on yours and either the canister is not venting or it is full of gas and that is what your smelling. The canister is supposed to vent and take the fumes from the gas tank.
If you want to get rid of the Canister and take all the hoses off and simplify the Venting of the gas tank do the following: 1. Disconnect the hose at the CANISTER that is coming from the gas tank. 2. Get a Fuel Filter and zip tie it high on the frame(IT HAS TO VENT SO NO KINKS). ***IMPORTANT*** Make sure the hose is higher than where it is connected to the Tank. What sometimes happens is the fuel is sloshing inside the tank and if you overfill it gas goes inside the VENT hose and gas fills up your canister and ruins it. Don't understand why they mount the canisters lower than the outlet vent on the gas tank, just causes problems.
3. Follow the VACUUM LINE hooked to the CANISTER BACK and plug it up at its ORIGIN. 4. If the Other hose on the Canister is going to the Air Filter take the hose off where ever it connects and plug that connector up.
Now you have less hoses and less problems you can put the canister away and extra hoses along with it. Alleyoop

Removing the emmisions will simplify the vac and intake system . It will also make a/f mixture more stable .

So far so good, I have disconnected the hoses. Rode it for twenty miles and it has not turned off. I still feel I need to adjust the a/f ratio. I will drill a the hole and remove the cap. Thank you guys for the instructions, could not have done this without your help. I will drill the hole tomorrow. Oh one more thing, is this normal?

There is air in the line, loosen the screw a little and let some out and let it fill up with gas then close it. Alleyoop

Is it this HOSE Connected to the top of the Valve Cover? Or does it go to the bottom of the VALVE COVER? 1. The hose coming off the gas tank is from the top of the gas tank(RIGHT). And does that hose go to this CANISTER? Yet another question regarding the valve cover hose. This is also connected to the canister, should I cap this hose or place a fuel filter. (or leave it connected the canister) Here is an update on the scooters behavior, it's not shutting down which I'm very happy about. I drilled out the a\f cap and found a brass screw!! Now I went ahead and tried to adjust it. With the RPM raised to 3,000 I started to adjust, I read you have to get to the point where the rpm raises higher. It did not raise much maybe to 3,200 RPM. Then lowered the RPM to 2,000 RPM. (what should the rpm be???)It certainly responded better when ridden but I know it could be better. Should I re jet? or wait till its broken in better. It currently has 98 miles. Is it ok to ride the way it is?

FANTASTIC!! GOOD JOB BRO. When adjusting the FUEL RATIO MIXTURE just let it warm up for about 5 minutes to let the ENRICHER cut off the extra fuel then adjust the mixture. You do not have to raise the idle over 2000 when adjusting. Anywho's the idle on the 150s usually are 1500-1800 rpms after all warmed up set it where it is the smoothest(less vibration on the mirrors--HAHA). That is what I watch for the mirrors not vibrating so much If the top hose from the VALVE COVER is going into the AIR FILTER box you can just put a Fuel Filter on the end of it and zip tie it up high IT HAS TO VENT and then plug up where it connected to.
