Ah the old blue whatever Chinese coolant. I'm under the understanding you bought this used and a proper PDI was not performed?
Of course if its stuck and gooey then its got to be washed up and cleaned up. Start by draining all you can out of the drain and then refilling with plain tap water, firing her up until she warms and flushing it and I'm not a fan of radiator flush but we may have to use a mild form of it to break down this crap. Also if you have to use a flush you'll need to remove the thermostat, clean and check it also.
Of course if that's what we have to do then you'll need to flush it out again several times. Remember when we get the goo broke down and out our goal is to drain it out to a point of clear water coming out then the "good" 50/50 coolant American made!
Now I've heard of this but have not used it myself and it's using DAWN dishwashing liquid to wash out gooey stuff in a radiator.
If you know about Dawn you know it's good stuff, cleans grease and oil and heck I even use it on garden veggies to kill bugs! LOL Just a thought but if I did try it I would only use a small amount as a person wouldn't want to have to flush a 100 times to get the soap out! LOL
Going to be a project for sure but remember can't use too much clean water and warm water will do better so on each flush carefully warm the engine up and not get it hot.

I would talk to a good radiator place that works on them and cleans them up, sometimes they have tricks up their sleeves as far as cleaning up cooling systems.
There's got to be a flush out there that can break this stuff down and not harm your scooter.

I'm surprised you made it 3k miles with that stuff in there without it overheating!
