Going to work the other day, as I was climbing up hill my scooter shut off so I drifted down to a local super market and tried to start my scoot, no start, it would just crank until my battery was dead, called wife, she came, jump scoot with car, still no start had to tow it home, this where it get interesting. Check thing out I notice that my fuel filter was only half full (bottom part) and not enough gas was reaching the hose going into my fuel pump so I decide to drain the gas from tank thinking maybe plug up, changed fuel filter, and check for spark, (plug wasn't firing, replace it and it started to fire), put everything together now and still no start, it would just crank, and cranke, so I decide to spray some carb cleaner in the top diaphragm and behold she fired and kept on running, so I guess I'm saying all this to ask what the hack happen, did I have a vacuum lock or what. (I'll show the fuel filter I replace) Attachments:

Richard I would inspect the carb diaphragm for a tiny hole too. What kind of fuel pump do you have? If it's the OEM that came on the scooter I would recommend a Mikuni replacement, even if it's not the problem it'll for sure be a better pump.
All my scooters have the OEM fuel pumps and some are now 5 years old and I found a heck of a one time bargain closeout on Mikuni pumps on Ebay and bought all five and when I do my spring PM tune up on my scooters I'm going to change them all.

If you took off the diaphragm cap, the one with the spring under it, I would suspect that the needle was stuck in the high position. I've had this issue and opening the top diaphragm corrected this. If you were WOT, this would cause this. At WOT the needle might unseat from the jet and get stuck letting too much gas in the carb not allowing to idle correctly or start.

Hi alleyoop, my fuel filter hooks in that hose to pump, then hose from fuel pump to carb, sometimes up hills or a long steady climb it will choke, today tried to take scoot to town and it seems as you start getting on it, it chokes, (it seems different then to lean or rich, it just shuts off like no gas) so I did turn the a/f screw out 1/4 turn, didn't test drive yet. But after I turn the a/f out the fuel filter looks fuller. (now I never did replace that foam filter yet, don't know if that has anything to do with this?)

So are you saying the PICTURE I LABLED that end is GOING TO THE CARB OR FUEL PUMP??
You want the BIGGER END GOING TO THE CARB. You want the PUMP TO FILL the OUTSIDE OF THE GOLD FILTER and then it goes through the filter to the Carb. Alleyoop

Here is how its set up, hose from fuel tank, to fuel filter, then hose from fuel filter to pump, then hose from pump to carb. (not filter from pump to carb) could that be the problem? since I turn 1/4 turn out on th a/f screw, I did notice that my scoot fired first crank this morning.
