i know ,WTF am i talking about ? let me explain. If you know about the tent-garage i have, and the 'cat run' that goes thru it?? well i have a trickle charge on a board on top of that piece of cat run. If i cover it with a rag, and then cover it all with a 5 gal bucket will that sorta protect it from the bone cold, or do i have to bring it back inside after i use it?
maybe i should ask on the doggie & see what kind of responses i get?

I don't see the temp being an issue for the charger itself, but batteries are best charged over 50 degrees.
What I do see an issue with, unless you have a weatherproof charger, is moisture. The last thing you would want to do is electrify your cat run.

Sure go and ask on Doggie, they have a bunch of experts there. But the first question I have to ask is WHY NOT have the charger inside the tent with the scoot, why outside covered up? Alleyoop

alley i thought i didnt explain well here ill try again lol
it is inside the tent garage BUT its sitting on the cat run so rain, snow etc wont touch it but the wind will flow thru ,rather cold
will the cold mess up the 'insides' of the charger?
last winter i kept it in the house and when i thought i would need it i took it out there {in the tent} and afterwards , brought it back inside.
and im real tempted to ask on the doggie site but the guy who always tracks me down and gets me kicked off might read this site and figure me out AGAIN

The cold temps will not hurt the battery charger. I have used several types over the past decades with no problems. Sometimes you have to charge a battery in a car out in the cold, so the charger ends up outside too. Charging in the cold may decrease the actual amount of charge that the battery holds, but it does not hurt the charger.
Some chargers like the Battery Tender Plus have built in temperature compensation for different ambient temps.

being cold will not hurt your charger but if it is covered up and can not get enough air flow can cause it to overheat and damage the chargerand possible to start a fire
